The library is funded by the Town of Lowell and offers an assortment of fiction and non-fiction in many different genres. 

There is also a large section of child and young-adult books with an area for your child to sit and explore the many wonderful stories.



The Lowell Library Trustees are happy to introduce Nancy Parmenter Allen as our new librarian.
Nancy, of North Troy, comes to us with a great deal of experience. She studied at Western New England University,
and spent 18 years as Director of Personnel at Johnson’s Bookstore in Springfield, MA. She returned to Vermont in 1999 and became employed at the Rand Memorial Library a short time later. In 2004 she received the Vermont Libraries Certification. Nancy worked part-time at Troy Elementary library and was with the Jay/Westfield Elementary Library for 8 years. From 2007 to 2020, she was Director of North Troy Senior Meals

and from 2001 to 2021, the President of the Missisquoi Valley Historical Society in North Troy.
